ALABAMA ACCOUNTABILITY ACT

There has been much discussion about the line in the bill that reads: "Nothing in this act shall be construed to force any school, whether public or nonpublic, to enroll any student." 
  • Does it mean that Boards cannot limit intra-system transfer based on space, transportation costs, programmatic needs, etc.?
  • Does it mean that when considering inter-district transfers, the receiving system has the option to state "terms and conditions" for inter-system transfers?  
  • Does it mean that systems can no longer have a policy that simply restricts enrollment in their schools to residents? 
All the above assumes that the Supreme Court allows the bill to travel to the Governor and that he signs it.
